Design a 4G LTE Mobile Hotspot or MiFi

4G LTE is trending and mobile hotspot or MiFi is in good demand for connecting non-4G devices and PC etc. Although there are multiple 4G hotspots available at as low as $15, I'm evaluating a feasibility to design a better low cost solution.

Option 1: ESP8266 paired with 4g supported SIM module
Option 2: ASIC based design with integrated LTE and WiFi Support

What ICs are used in Huawei E5573 and similar devices? Any other low cost option is available?
Is it viable to design such solution in hobby grade or it will need more industry level resources?

What experience and resources do you have for doing RF design and layout?
Not sure about this but there may regulatory requirements to connect to the cellular network. Like having a valid vendor Id.

Hi valid IMEI is sufficient to get access to the network. For example development around SIM300 and SIM900 based GSM/GPRS modules we never face any problem. We can already connect ESP8266 and share the intrnet connectivity with an 8 bit controller. But I'm looking for a low cost single chip solution with 4G LTE support
