if correct how to change capacitor and resistors to use 83Khz crystal instead?

How precise do you require the 5.0659179688Hz output.?
I would try 22pF on one pin and a 2pF to 25pF variable Capacitor trimmer on the other xtal pin.

You will not damage an xtal with that circuit on a 4060.
