Cost effective stack-up option for a 8 layer PCB with no vias or circuits on the bottom side.

Dear All,

What would be the cost effective option for a 8 layer PCB which should not have any vias on the bottom side. I need to the bottom side as a complete plane without any vias.

I thought blind vias from 1-7 would be a good option as L6-L7 would be a core. Do you see any disadvantages in it? Or is there any other cost effective method than this? It very much appreciated if you could share your thoughts on this.
