The IR receiver looks for the presence or absence of a carrier frequency like say 38 kHz. for example. The transmitter starts each bit with a burst of carrier on for say 565 microseconds. For a '1' it then goes silent for another 560 microseconds for a total of 1.125 milliseconds. For a '0' the silence lasts for 1.685 milliseconds so the total is 2.25 milliseconds.
