Hello, this is a circuit of a common base amplifier. I was wondering what the arrow in the picture was referencing to. Is that a capacitor from the base to the collector?

That is correct, but a rather strange way of describe how it is. Base current normally flows through the emitter, the direction depends on PNP or NPN. So very seldom is a battery shown like in that drawing. That looks like a You tube circuit.Vcb and Vce is the Voltage across the Collector and Base, it's a battery supply.
