Vcb and Vce is the Voltage across the Collector and Base, it's a battery supply.
That is correct, but a rather strange way of describe how it is. Base current normally flows through the emitter, the direction depends on PNP or NPN. So very seldom is a battery shown like in that drawing. That looks like a You tube circuit.

It helps to redraw it in a more conventional layout:

A more practical arrangement puts a +ve bias on the base (instead of a -ve bias on the emitter), via voltage divider R1/R2, decoupled by C3 for the AC signal.
