I replaced all 6 cells in a HP laptop battery pack in the same array the original ones were in and checked the voltage was under 12V

Is this normal for the controller board chips to be very hot until it is calibrated properly or should i be worried and not try to charge it?

I dont have anything to get the exact temperature but i cant hold my finger on them for more than a few seconds

I would think it would generate any power while idle or not connected to the laptop itself but i could be wrong?

 

This chip on the main board sounds like it is the charge controller for the batteries. If that is the case, it should not be doing much if anything at all when not charging or connected to the laptop, and under those conditions it certainly should not be not getting hot.
