I was looking into a PCB of a charging adapter that converts AC to DC. As I am new to electronics, I am trying to decode the circuit used in the PCB shared in the image below. Is there any software available where I can create the same circuit and validate it?

There is software to simulate the circuit (Spice simulators, such as the free LTspice) but you have to determine the complete schematic with part values to do that.

If the input is line voltage, this isn't a suitable undertaking for a newbie. Manufacturers also don't typically take kindly to people copying their designs.

What is your application? Current requirement?

If the AC is the mains voltage, then not very.
