you mean D4? that diode ok, i can charge manually with a bridge between its right leg and the lower wire connection. (screwdriver over the R in R62...)
The thin trace under R has 4,87V and 5,11 at left leg R61 so as far as i can see this ic should charge when battery is at 3.3 - 3.5V (got it up to 3.5V when testing with the screwdriver)
Do not get confused with the + sign, its is actually ground/battery negative. The + is only for capacitor rotation
