CDN distorting the wave form too much

I've built a CDN (Coupling/decoupling network) and when connecting it to a Surge generator the wave form gets a little distorted, the fall time becomes half of what the Surge pulse produces. I'm new to designing circuits and am not really sure what components to tweak and how. The image below is the circuit, the R and C on the generator output are fixed. In the decoupling network I've chosen the capacitors to 18uF, model nr: C4AF3BW4900A3OK from manufacturer Kemet. The inductors are 1mH, model nr: 157D from manufacturer Hammond. Could the capacitor values be too low or how should my thought process be here?
I measure the pulses without EUT.
