Not necessarily. If both Preset (Set) and Clear (Reset) are held at logic 1, then Q=0 and _Q =1 for the A-device, whereas according to the TI datasheet both Q and _Q =1 for the CD4013.it behaves exactly like one.
Its logical behavior is mostly correct. But its timings and switching levels, by default, are not, and that can create misleading results.Agreed, though it behaves exactly like one.
