This is a ne555 oscillator set to constant 50% whenever frequency is changed with potentiometer but can be made to output constant triangle instead of square wave?

If you mean from the output of the 555, no.
That output is always a square-wave.

There is a quasi-triangle wave at the THRS output.
How linear does the triangle wave have to be?

Made this circuit from the link https://www.electroschematics.com/wp-content/uploads/2010/02/triangle-waveform-generator.png but the NPN buffer output is very low and doesen't start from baseline. What needs to be fixed to get the output to be from baseline?

The ne555 linearity output is fine its not a seriously distorted triangle wave.

But variable capacitors with large capacitance dont come with knobs. Maybe a dual gang pot will work instead?

You can try, but be warned that i have not built or tested that circuit in real life so maybe you should test it out first before buying stuffs.
