Actually, no. The “grinding pen“ is a much smaller tool that runs on an internal battery. It takes advantage of new motor technology to be very small but sufficiently powerful to do quite a few jobs.

Indeed, that is all that is shown in this video. I'm a youtubeaholic though and have seen many of that guy (and many other repairers) video's so I I know its the smaller pen type. You can call it a Dremel if you like I don't really care but the OP was asking how to find that type of tool and to do that your not going to find it by searching for a Dremel. Searching Dremel's will only give you a bunch of larger and more powerful actual Dremel and Dremel like tools. You will need to use the term grinding pen to easily find the versions being sold for electronics these days. They are small pen sized devices and much lower power then dremel type tools. Its called some other things as well like micro electric grinder, etc... but grinding pen is the most common.

If I want to remove solder resist, I use a scalpel.

 

There is a danger of using a grinding tool in that it would remove the underlaying copper too.
You could try a scalpel or a Q-tip dipped in acetone.

Agree'd, I usually use the back of my tweezers or a dull razor. I think the grinding pens are fairly dumb and a poor choice for the task of removing solder mask, seems more of a marketing gimmick that was made popular and pushed hard by NRF (youtuber) trying to sell his rebranded version.
