Can multiple power management devices be used in a single power supply?

Hello guys,

Can someone please explain some things in the attached schematic?
Why 2 power management devices used in the same circuit?
What is the topology used here?
Is the TPS40211 utilized to provide more current? rather than using the 15V of the input?
Does the TLD494 output PWM to the transformer? and output of the transformer is also a PWM that needs to be rectified?

The circuits are basically the same as the typical recommendation in datasheets but I couldn't figure out the connection between the 2 chips.

I see three different circuits, not connected, possibly not related. So there is no connection between the devices.
That much is certain. and with no additional explanation that is all.
