Opened, and all Li-Ion cells are charged to 3.9V. There is only 3 terminals on the pack.

There is no voltage between (+) and (-) Some test points in the PCB do show over 19 V, The series of cells does show over 19V
I believe a Mosfet, trace or fuse is open. The negative of the battery series does not connect to (-)
Mosfet1 gate shows -19.6V referenced to (+) Mosfet2 gate shows no voltage.
Can the (c) terminal be waiting for a signal to turn the internal Mosfets on; or is that typically a temperature signaler to the charger voltage supply ?
