Most battery chargers cut off based on delta T or delta V when charging with a constant current. When the temperature starts rising quickly the battery is fully charged (delta T). When the Voltage stops rising, it is charged (Delta V).

1.2V@2.3AH sounds like a newer AA or C/D cell.

What is the battery chemistry? The first line above covered NiCd/NiMH chemistry.
