Aha! I think I found some of the units you were referring to. Isolated DC-DC converters. Murata seems to be a big maker of these. Perhaps something along the lines of the MEE1S1509DC would do the trick, I think. Input voltage (Vin+ to Vin-) min 13.5, max 16.5. Output voltage 9VDC, current 111mA. And small too!
Interestingly, I have a similar kind of thing at the front of my regulator. I take the battery input, which can range from over 10 down to, well, almost dead. And it stabilizes it to 9V. It's a Pololu S10V3F9. If I were to use the Murata when the external voltage is available, then I could place the relay between the DC-DC converters and the rest of the regulator. Dreamy!
