Here's the LTspice simulation of an AGC circuit using a JFET and an op amp.
It responds to the average value of the signal so it's less affected by short, high intensity sounds as a peak responder would be.

What FET are you using?
What is the AGC node voltage (Q1 collector).
Have you double-checked all the wiring, component values, and connections?

The op amp is the NE5532 as shown on the schematic.

 

What is the level of the input signal?
