In the 74LS90D Clk input INB connects to the second flip-flop, so QA is not incrementing.

Move the clock input from INB to INA. Then add a connection from QA to INB.

 

Assuming this is the file you were referring to in your other thread, it probably would have been better to put it over there, instead of starting a new one. Perhaps the moderators can merge them.
