What device is this IC in?
A candidate is the Harris Semiconductor 8038, but without knowing the application and/or seeing the other side of the board where the traces are, it's not possible to provide a confidence level. Even though the chip seems to have an "HS", I have never seen, and cannot find an example of, Harris using that logo.

Well we need the actual circuit.Here is the layout. U1 - U4 is that ic. What I know is, that ic is from Siemens.
This circuit is different from the picture but the ic is the same.

And a badly designed one at that... the decoupliing caps should be at the start of the power traces, nearer the board edge. They're doing nothing for U1 & U2, they're placed for artistic balance than real-world noise suppression.Unfortunately, that PCB layout is just a breakout board for the chips so it adds nothing, except, that Vcc and Vss are on pins 7 and 14, so it could be an SN7405 six way hex inverter.
