What do you mean by "blown out"?

If you mean physically blown out of the circuit, then that would likely result in an open.

But components can, and do, fail as short circuits. Does that not count in your definition of "blown out"?

A component can be functionally dead with no external physical sign to show that it is blown.
Only a proper functional test will reveal the status of the component.

No. Tantalum capacitors are infamous for failing short. Electrolytic caps mostly fail open, but that could be after they failed short first.
