A policeman shooting through his own window in the car:

He just needs to practice tactical reloading.

Edit: I take it back. He needs a lot more practice. Look at how many times he changes hands while reloading when exiting his vehicle. The gun should always be in a ready position in your shooting hand. The magazine eject is to be pressed with the thumb of the shooting hand, allowing the spent magazine to fall freely to the ground. Simultaneously, the free hand is to have the new magazine out and in position where it can quickly lock the magazine in place and then cycle the slide. He was in a vulnerable position, and the many seconds he wasted could have cost him his life. Further, he could have easily shot himself as the gun rotates around while his hands are all over it.

These actions should be trained till they are automatic -- muscle memory.

Finally, at the end, he is pointing an empty pistol at the perps. He required another reload which he failed to perform.

I've worked with a number of LEOs in the past -- mostly with regard to K9 dog handling (gun handling with a dog is an important part of the work). There are at least two types of cops: those who take shooting seriously enough to practice often and religiously, and those who just practice enough (or not at all) to pass their annual range qualification.

Let me guess (but I get a free pass on this one) ... the word "need" is being misused... I would've said rather: "when it was discovered that it was about 100 tons heavier than planned"
Using the same word "needed", it would have been far more clear and accurate to state, "it needed to be 100 tons lighter."

As written, it appears to state that they used 100 tons more material than required to create a functional submarine -- without a judgement that the excess material caused the problem.

I figured, perhaps, that they should have left out the gold-plated bathroom fixtures...
