Not likely, most of our presidents were C students.

The rulers of the world are not presidents. Presidents are their C student representatives.

 

This is what they do with it in College, weights and measures, speed and time, percentages and mixtures. When presented as a word problem, the table format seems to tell you how to setup the equation where and what is X. Maybe this is what their going to try to accomplish.
