Welcome to AAC!
hi all what I would like to no is could I charge a 12v battery with this an then use a converter to power a light an maybe a plug in my garage ?
It depends on the battery capacity, what you intend to power from the battery/outlet, for how long, and for what part of the day.

So knowing nothing about electrics apart from it hurts when you get a shock I was going to use this an then just run a light to see at night if I need to go in there an an then later maybe upgrade everything so I could have power when ever I like. Just got this an want to put something basic together so I can start to understand how thing work

Boosting the voltage doesn't come for free. The solar panel provides 300mA. You'd be better off putting two of them in series; you won't be able to hurt a reasonable sized lead acid battery with 300mA. It's also unlikely that it will support a load of any significant size.

On a good sunny day, you might produce about 18Wh, about the same energy as a single alkaline D cell could produce.
