When I look at AC capacitors it's not clear to me if they are specified RMS, peak, or p--p. I'm thinking particularly of the motor run/start capacitors at around 370v, and others at 450v. Is this usually referring to RMS voltage?

I have always assumed a capacitor AC voltage rating is RMS as that would make sense, unless otherwise stated of course.
