Wire gauge is a specification for the conductor. The insulation is not considered.

I'm not sure what you're asking about, but a wire gauge is the uninsulated, actual metal portion. The coated or insulated diameter will be greater.

You can also get the amperage of the cable, which can be single conductor, or multi-conductor, the amperage is for the overall conductor area.
Multi-wire in a single conductor also can specify the number of wires and the gauge of each. e.g. 7/20 = to seven strand, each 20g.
