About Chopper Transformer Status

Some low voltage power transformers have windings with miliohms resistance.
Unless you are using a Kelvin-probe miliohmeter, on a regular DMM the reading will appear to be zero.

Really, with quite a few of the "less expensive" multimeters, a few ohms of resistance will show as "zero." Consider that the resolution of any measurement depend, to an extent on the resolution capability of the measurment tool. Likewise, the accuracy of that tool.

Back in college we had a professor who was able to prove with certainty and statistical analysis, that the world is flat! All it took was 100 checks done with a 12 inch straight-edge to show that every sample was "flat."

With that "inexpensive" multimeter having a resistance scale from 'zero" to 20,000 ohms, a resistance of ten ohms reads the same as an actual shorted circuit.
