About 400 and 450V electrolytic capacitors - Repalcing 450 with 400?!

i see that in one of the big stores in my town there are 23 types values of 400V CE and only 2 types of values 450V - 47uf and 150uf

150uf variant doest cost 2.5 Euro. If i must and want to replace all the ce on the two boards of monitor X and replace for example 2 or 4 CCFLS and one transistor the services goes not very cheap. A 17 Inch LCD monitor in pawnshop does cost 20 Euro.

Enough off topic information. Can i just replace 450V with 400V in LCD monitors ?

So...for the begining - i have these LCDs here:
boards :
715G1899-1-GP (sony 17 inches)
ILPI-107 Rev:C 2008.10.16 this is more important to me and in truth urgent

Do they have PFC?

And of course follows the next question - how to define if it has PFC. About PFC i have heard for active and passive and that`s that.

Want to use the thread for asking something more - again for entry capacitor.

Because it was 150uf/450v /which is rarely used i think/ i have purchased new 150uf from AliXpress.
The problem is that they were far from that 150uf - 114uf. Yesterday have buyd 2 * 100uf/450v from my city.
The question is how to mount them to pass into whole situation and will this remake be stable?

Original 150uf/450v is already trashed i think

150uf cap can have 20% tolerance.
120uf should be minimum reading.
114uf reading is a bad cap.
Did you discharge the cap before measuring ?

Always discharge them before measuring.
Just china guys do it that way.
Fortunately found the old capacitor and now am waiting for the solder iron to heat :)
The old one is 136u

It's not why because china does it, it's because you do not wanna blow up the meter, or any residual voltage messing up the reading
