I have a question as to a formula regarding the conversion of a phase angle to radians: is it true that this formula, theta = pi * ((cols(z) + hue) / 180), would mean thus?

That the theta is, if you have a phase angle of say, 210 degrees and an initial hue value of 332 degrees, divided by 180 degrees and multiplied by pi (3.1416), that the radians will be of 9.4597?

I'm not sure what that cols and hue are supposed to be. Are you working with video signal? If that is true that you add the 210 to the hue value 332 then yes, 9.4597 would be the number of radians.

Without knowing how or why you add the hue I don't think I can say more.
