The Component Search Engine tool can get you schematic symbols, PCB footprints, and 3D STP files for a huge number of components. You'll need to create a free account to use it, but you should be able to find the specific version of the FPGA you're looking for. Here's an example for Xilinx XC7K70T-1FBG484C FPGA.
The ones on Component Search Engine frequently have the BGA packages fully modeled, and are, as I mentioned, free. Some are company-provided, while others are community-provided or "expert provided."
