I have a solar panel that has the following output:
1.26W 18V and 60mA

I want to hook a 12V DC Fan that is rated at .60A. Is there anyway to do this?

 

you can regulate the voltage down to the 12vdc alright, but you're not going to get the needed 6/10 amp from that .06 amp source, that i know of anyway without some auxiliary power.

 

You will need 10 of those panels connected in paralel.

 

18V @ 60mA is only 1.08W, so those numbers don't gel.

12V @ 600mA is 7.2W, so there's just not enough power to run it properly. But 600mA sounds like a lot, is it a powerful fan?
