Any idea on how to create a 0-59 cyclic counter (seconds) with an adjustable potentiometer, 555 timer, and reset?

Yes, there are lot's of ideas, but perhaps you could offer a block diagram so we can see what you might have in mind. Specifically, how does the potentiometer fit in?

In addition to what Papabravo asked: do you require a binary or BCD output?
Do you want to show the counting sequence on a display?
