You have the jumper wired wrong.

Thanks. Should my black wire be the positive lead and red the negative? And do I need to also jump the two outside pins together where the regulator was?

 

red is positive and black is negative.
Remove the jumper, and do as in the pic.
The battery connections are OK
If this did not work.

Show me the other side of the board

no jumping of the regulator.....only 1 jumper
