That's a power supply/TC board for a 5A peltier wine cooler. This IC switches Q1 MOSFET, and IC is definitely dead, checked on a working board

 

Which one is the dead ic from the lost you had attached photo?
33P21?

 

All 3 photos are of the same IC from 3 identical boards

 

Strange that the switching ic is 6 pins only
I've often see 8 pins for the switching ic

 

Just found that this part is the same on FX101L board (but still unknown)

Looks like 62/63 but pin 3 is not connected

U1 is SF5533LGT, checked by myself. The reason of failure are faulty capacitors so recommend to replace all of them.
