Can't you envision a situation where the difference between winning and losing could be 1 vote? In 2000, Gore lost the state of Florida by 500 votes (out of millions). Clinton lost having enough Electoral votes in three Rust Belt states by less than 80,000.Winning an area doesn't mean anything in a senatorial race. The Keys are less than 0.5% of the population of Florida, so a "tie" there doesn't actually mean anything.
500 or 80,000, a small number of individual votes can decide the results of an election.
