I think I understand the directions indicated in the diagram below, but only in the case of main current I increasing. Say that I is a sine wave, and the time is between π/2 and π. This means I is still positive but is now decreasing, with magnetic field H doing the same. Wouldn't this cause the direction of eddy current Iw to swap, causing current to be biased toward the core, not the skin?




Isn't this the transition between states (b) and (c) for the below description of Lenz's Law?



Or is there something very basic I have confused here?

 

Think about where the back-emf (opposing electric field) is strongest and where Lenz's Law would push the conduction carriers.
