Why do you need 2 probes in a voltmeter?

I've designed and used lots of equipment with BNC connections for DMM type voltage and current single-ended measurements. It's very common for process chambers to use a hermetically sealed BNC bulk-head connector for DC metering connections.

If one side of the circuit being measured is at the "hardware frame" ground potential then that is fine. But when I am measuring a base to emitter voltage and neither side is near ground then there could be a problem. Also, process chambers are not what most applications deal with.

Hobby users and beginners are usually not measuring low level noise, and most folks who do measure it use a scope, not a DMM. I used a scope to measure noise when I measured it.
