Why capacitor ballast at high voltage than rating.
example 22uF 10V
higher than Rating at 12V it get ballast or get hot.

If you put more than the rated voltage across a capacitor you should expect it to get hot .

Never use a capacitor over its rated voltage.
The capacitor will get hot and possibly blow up.
