could anyone here help me in making a wheel encoder using optical sensor? i saw something in the net that uses a disc with black and white lines as markers of each step. what do i need to count the number of turns of the wheel? how do you do it?

Could you elaborate more on whether you want an incremental encoder, absolute encoder or multi-turn absolute encoder? Also, what is the resolution that you require? The optical pattern, sensors and controllers depend on the above requirements.

if absolute means any starting point is initialized to (0,0), then that's what i need.

absolute encoder or multi-turn absolute encoder - could you please elaborate on this.

another question, can wheel encoders get the angle which it is facing?

Incremental means only direction and speed are available. Position has to be calibrated initially.

Absolute means direction, speed and position are available at all time, even without initial calibration.

Multi-turn is like absolute, however the position is available for several turns (more than one).

If by angle you mean the position, yes, see above for conditions.

You haven't provided the resolution yet.
