I see no obvious difference. You would expect a Lithium Charger circuit to have special provisions for charging a Lithium battery, but that device does not appear to have those.
1. One is a charger power supply, another one is an normal power supply.
2. The Vin is a little different, the charger is 5V, and the power supply is 4.5V
3. The output current is different, the charger is 5A, but the power supply is 3A.
4. The Vout is different, the charger is 0.8V~30V, and the power supply is 1.23V~30V.
5. The efficiency could be different.
