Set your multimeter to diode mode. This activates a small forward bias voltage, mimicking the typical operating condition of a transistor.

 

Using the diode mode setting of a digital multimeter is able to measure the base-emitter junction voltage of a bipolar transistor. It may alert you to a failed transistor but it does not verify a useful transistor.
