what is the best universal programmer ? xeltek vs elnec

xeltek says they use 144 pins in their controller and ELNEC 48
does it matter? what is the best option for general electronic repair?

Best is subjective. It depends on what devices you want to read/program, how much money you want to spend, where you live, ...

What devices do you want to program? What packages?

Unless you have $5000 to spend, it matters.

For what I do, I get by with a hobby level programmer that costs less than $100. You can get them for a quarter of that, but most fall short on their promises.

General electronics now uses surface mounted chips. Pretty much any programmer is useless.
They sell TSOP and PLCC adapters. I have one hobby level programmer that has both DIP and TSOP sockets on the board; and another that has PLCC and DIP.

Meaning.
The stuff is already soldered on the pcb.
