You guys have been helpful before so I thought I'd try again. This circuit appeared on another forum and seems doable, but I'd like to get some opinions before I go investing in components. The originator said he's built several with no problems, but another poster had no luck with it. Thank you.

The circuits mentioned is a direct mains powered circuit.
Doing a phase cutting regulation before a transformer will give problems with the transformer.
This is not allowed over here.
