and the bulb, it's not common over my country too, if lets say, i get a 12v 10w bulb,

That bulb is the stabilizing bulb, it can be replaced with a thermistor with a NTC(Negative temperature coefficient).
go ahead and replace the bulb with the 12v one and see what happens. if there is distortion in the output, then you may need to change some values in your circuit.

u sure can be replace with 741?

Read all characters on the chip 7141. Maybe this 7141 is not OPamp. For example 741 in SMD has a designation: 741CD
