It's not really a homework. I just didn't know where to post it.
If W=V*A (or E*I)
and 1A is the amount of electric charge per second.
Lets say you got 1V and 1A. Would it dissipate 1W per second?

Watts are already a rate. It is a measure of the rate at which energy is converted. A Watt is one Joule per second.

If, for example, energy is converted at a rate of 100 Watts for 30 seconds, the energy used is 3000 Watt-seconds, or 3000 Joules.
