Let's see:
1. Digitize the speech to transmit.
2. Break transmit stream into packets.
3. Add headers.
4. Send.
5. Receive packets.
6. Strip headers.
7. Assemble into block of speech.
8. Playback received speech through D to A converter.
Good luck working out the details of the header. Don't forget to resolve the external IP address.
