With a range of 10 meters, it might be simpler to just flip a switch.

 

If there aren't any obstacles between you and the fan then you can use a photosensor and a laser device to control it.

you could go in for a RF transmitter/receiver setup (used in remote controlled toy cars). It would come cheap too!
