The internet is the internet... it is what it is and any data transaction will be the same whatever the media.
Yoiu are asking about modulated light, but without knowing how its implimented, what device or circuit, there is no real answer to you're question.
Internet... Read TCP/IP, and several others which will become apparent.
Then read up on HTTP server implimentations and broweres, again much more.
Devices coupled to a LiFi network, well they would have a bunch of LED's bolted to them, as you stated.
I guess you could streame data from a LiFi source, like a radio signal that is only one way but what would be the point?
It is also possible to have more than one interface, back in the day some internet was delivered that way, a slow phone line connection to request a document and a faster one way data streame to deliver it..
