I am building an Arduino circuit that will be driving high powered lights using Mosfets to do the switching. My question is, do you tie the ground from the Arduino to the negative pole of the high power battery to make a common ground for everything to work?

Yes, If the Arduino is fed from the same source, otherwise it is optional, if isolation is required, then opto isolators can be used.

I hate the term common ground here since you want to connect the digital stuff ground to the power stuff ground at a single point if at all possible.
