I doubt very much it is the motor, it can be tested on an automotive battery.
I agree with @R!f@@ it is most likely a shorted Mosfet if it were a shorted SCR bridge component it would blow right away without even running.
Is there any identification model on the board?

Hi, I have a Reebok 11300 with a similar problem. Checked the motor with Automotive Battery and it ran OK. Found blown Mosfet on Control Board and replaced but immediately blew fuse. Examined motor commutator and there was a burn [like tiny weld splatter] on one segment. My question is if I bypass the faulty segment will the motor be useable, there are a lot of segments so maybe any ‘imbalance’ will be negligible!?I doubt very much it is the motor, it can be tested on an automotive battery.
